San Fernando City, La Union — December 4, 2025.The Schools Division Office of the City of San Fernando, La Union (SDO CSFLU) proudly staged the State of the Division Address (SODA) cum First 365 Days Accomplishment Report of Schools Division Superintendent Dr. Sheila Marie A. Primicias, held today at the La Union National High School Amphitheatre.Anchored on the vision of building a “little Singapore in the North”—an education ecosystem that is disciplined, data-driven, innovative, and people-centered—Dr. Primicias presented the Division’s breakthroughs across governance, instruction, learner support, digital transformation, and community engagement.
“Today is a celebration of how far we have come, and a reaffirmation of where we are headed. Our calling is clear: to safeguard the future of every Fernando and Fernanda through responsive and inclusive education,” Dr. Primicias emphasized.

Governance and Administrative ReformsThe Division strengthened systems through WISE-SMP, MOOE Liquidation Day, streamlined HR processes, and responsive policy implementation. These reforms improved efficiency, transparency, and service delivery across schools.2. The Schools Division Office of the City of San Fernando, La Union invites our teachers, school leaders, partners, and community advocates to a gathering that reflects one full year of shared work and shared hope—the State of the Division Address of our Schools Division Superintendent, Dr. Sheila Marie A. Primicias, CESO VI.The 2025 SODA is not merely a report. It is a look back at 365 days of steady leadership, where programs were strengthened, partnerships grew deeper, and every effort—small or big—was carried with the learner at the center. It is the story of a division that moved together, stood together, and chose to serve together.Happening on December 4, 2025, at the Speaker Pro Tempore Francisco I. Ortega Convention Center, this event brings together the many hands that keep our Division moving—teachers, school heads, local officials, partner institutions, and worker-advocates from across the city. The IN-HOUSE TRAINING for our talented athletes officially began on March 4, 2025, and will run until March 8, 2025, as part of their final preparations for the highly anticipated R1AA Meet, scheduled for March 10-15, 2025. This crucial training period is a testament to the Schools Division of San Fernando’s unwavering commitment to ensuring our athletes are physically and mentally ready to compete at the highest level.
As they gear up to represent the Division, the athletes are receiving the guidance, resources, and support they need to perform at their best. From expert coaching to proper conditioning and team-building exercises, every effort is being made to ensure their success. The Schools Division of San Fernando believes in the importance of holistic support for our athletes, providing them not only with physical training but also with the encouragement and care they deserve as they embark on this exciting journey.





With the R1AA Meet 2025 just around the corner, our athletes are filled with enthusiasm, determination, and pride, knowing they are backed by an entire community. Through proactive inter-agency collaboration, these organizations are working hand in hand to offer essential support to the delegates, prioritizing safety, security, and a smooth experience. Furthermore, the athletes, coaches, assistant coaches, and chaperones from the Schools Division of City of San Fernando, La Union have successfully passed the screening process conducted by the Regional Screening and Accreditation Committee, led by Atty. Rosemarie Wailan. After a thorough review of their documents, they have been officially confirmed as qualified participants for the R1AA. Primicias, CESO VI, City Schools Division Superintendent, took the floor to present the comprehensive plans, programs, and activities of the SDO - City of San Fernando during the Question Hour of the Regular Session of the City of San Fernando, La Union held on February 18, 2025.
She outlined the key educational initiatives that are currently in place and the future programs designed to uplift the local educational landscape. She also addressed the challenges faced by the Division and emphasized the importance of strategic collaboration to overcome these obstacles.
